The video, shot on a mobile phone at night, shows a dozen police officers kicking and batoning a man in an alley as other police officers on motorbikes look on.
The man first tried to cover his head before hearing gunshots and being run over by a police motorcycle. His motionless body is then abandoned.
“A special order was issued immediately to investigate the exact time and location of the incident and to identify the perpetrators,” police said in a statement issued by state news agency IRNA.
“Police will never tolerate violent and unconventional behavior and will deal with violators in accordance with the rules,” the statement added.
